The construction of a fishing pond in Ontario?

Does anyone know what needs permission from the bad? This will be in Muskoka, like ontario.I use a river or stream to fill it.I like it to be about 3-4 acres.how expensive would dig, get permits, stock minnows, crayfish, leeches, sunfish, catfish, pumpkin seed, black, yellow perch, smallmouth and largemouth bass, northern Alaska, northern pike and channel catfish? This will years.Is 4, 5 or 6 of anything left out or problems? Thanks. It sickens me to think that changing to 8.10 hectares.
