A 9v battery is not going to have the current (amperes) to start an arc to weld a metal pen cap in my opinion. You need to attach the first batteries negative terminal to the workpiece (metal cap) and then connect the positive lead of the third battery to the welding rod (paper clip). Be careful because the arc will blind you so you need a welding mask and the batteries can explode.
